The public protocol can be discovered now. Credential issuance and production transaction authority remain disabled until durable identity, attestation, revocation and custody gates are verified.

Enrollment sequence
Identify
Present a machine identity without receiving authority.
Challenge
Obtain a short-lived, single-use challenge from a durable store.
Prove
Bind hardware and machine identity through a trusted attestation verifier.
Bind Principal
Associate the verified robot with an authorized owner or fleet principal.
Credential
Issue a constrained, revocable robot credential.
Policy
Define capability and economic limits before any session exists.
Session
Activate scoped authority only after every mandatory gate succeeds.
Fail-closed boundary
No robot, model, planner or fleet controller can convert discovery, registration, proof-of-possession or enrollment state into signing authority. Production hardware attestation must be independently verified and bound to an authorized principal.
